Kuwait Conformity Assurance Scheme (KUCAS) for Exports to Kuwait

The Public Authority for Industry of the State of Kuwait (PAI) implemented specific guidelines to verify the conformity of all 'Regulated Products' that are exported to Kuwait.' Exports to Kuwait for Regulated Products requires a Technical Inspection Report (TIR) for Import clearance at destination.

  • All consignments of imported goods that contain regulated products must be accompanied by a Technical Inspection Report (TIR). Trade may also opt to get a Technical Evaluation Report (TER). GCIQC is the accredited Certification/Inspection Body (CIB) which offers this service to exporters.
  • The TIR is required to ensure smooth customs clearance of shipments in Kuwait.
  • The TER confirms that the products comply with the relevant Kuwait technical regulations and approved international/regional/national standards.
  • The authorities in Kuwait may select random samples from imported consignments to verify the compliance.

Objectives of Program

  • To ensure the quality of products as well as the health, safety, and environmental protection of Kuwait Consumers
  • Protect the public against substandard products which can endanger public health, safety, and the environment.
  • Protect local manufacturers against unfair competition from imported products which do not comply to local Standards.

 

Activities and Assessment

To obtain evidence that all requirements are met in the applicable standards or technical requirements, goods must undergo the following systematic verification process:

  • Physical inspection
  • Laboratory testing:
  • Third party ISO/IEC 17025 accredited laboratory operating as per the ILAC guidelines.
  • Assessment against applicable Kuwaiti standard or its equivalent

 

GCIQC to verify in the country of supply/production:

  • The description and specification of the goods.
  • The conformity with the relevant international standards and or Kuwaiti Technical Regulations.

Inspection Instructions:

  • Physical or Virtual Inspection is necessary for product identification and to ensure that the requirements which cannot be covered by the testing (e.g., marking, labelling, packaging) are fulfilled.
  • Inspection instructions shall consider critical safety hazards, and typical visual, as well as functional criteria which confirm the quality and performance of the product to be inspected.
  • Photographs of products should be clear and cover the full image of the product, its packaging, labelling and markings.
