The Ministry of Trade and Industry – General Organization for Export and Import Control (GOEIC) has mandated a verification of conformity (VOC) program for Egypt (decree 991-2015 & Decree No. 43/2015). In accordance with these Decrees, only “Registered” factories & companies “Trademark owners” will be approved to export these Regulated products. Exporters of the Regulated products can clear their shipments through GOEIC. Geo-Chem Middle East is an inspection body accredited for the Egyptian GOEIC scheme and authorized to issue the required Certificate of Inspection (Col) for accredited products. Objectives of Program

• To ensure the quality of products as well as the health, safety, and environmental protection of Egypt Consumers
• Protect the public against substandard products that can endanger public health, safety, and the environment.
• Protect local manufacturers against unfair competition from imported products which do not comply to local Standards.

Activities and Assessment

To obtain evidence that all requirements are met in the applicable standards or technical requirements, goods must undergo the following verification process:

• Physical inspection
• Laboratory testing:
  • Third party ISO/IEC 17025 accredited laboratory operating as per the ILAC guidelines.

GEO-CHEM to verify in the country of supply/production:

• The description and specification of the goods.
• The conformity with the relevant international standards and or Egypt Technical Regulations.

Process Flow for COI issuance:

Special Notes:

• COI must be issued within 1 month of inspection date. Any detected certificate against this will be rejected by principal. So, trade is needed to follow timeline while planning shipments after inspection date.

Inspection methodology:

• Physical or Virtual Inspection is necessary for product identification and to ensure that the requirements of marking, labelling, packaging are fulfilled.
• Inspection will cover all critical safety hazards, as well as functional criteria which confirm the quality and performance of the product.
• Photographs of products will capture full image of the product, its packaging, labelling and markings.

Also note on the new ACI system, all sea & air shipments will be subjected to the new ACI program, both exporter and importer shall do the registration on the window of CARGO X by themselves to get the ACID number, below are guidelines for same

• Shipment must achieve an ACID number before (Not after) shipping on board.
• ACID number is valid for 6 months from date of issuance and every single shipment should have separate number if it has a B\L.
• The declared HS codes should be correct as some shipments might change its HS codes after arrival due to wrong inserting on the system from the beginning.
• Exporter number on the system is the commercial registration number or the valid tax number at country of export.
• HS codes can be amended on the system unless shipping on board is still not done.

Fee Structure:

USD 300 or 0.50% of FOB whichever is higher. (Government taxes additional as applicable.) The above fees cover documentary verification, physical inspection and sampling including sealing of the containers where applicable (if offered on same day).
